Job Intro

As an Associate Project Manager, Government Relations — Management Trainee at Cake, you will help build partnerships between Cake and Taiwan’s public sector to advance shared goals in international talent attraction, employment, and retention.

Taiwan is strengthening its global talent competitiveness by expanding opportunities for international professionals and students to study, work, and build long-term careers in the country. As a leading talent platform with access to employers, job seekers, universities, and labor-market insights, Cake is uniquely positioned to help turn these policy priorities into scalable and measurable initiatives.

In this role, you will research talent and employment policies, develop public-private partnership opportunities, and manage strategic projects with government agencies, universities, industry associations, and ecosystem partners. You will also translate policy developments into actionable recommendations for Cake’s Business, Marketing, Product, and regional teams.

This role is ideal for a structured, mission-driven, and highly resourceful self-starter who is interested in public policy, international talent, and building initiatives that create value for both society and the business.

Responsibilities

You will work closely with Cake’s leadership and cross-functional teams to strengthen Taiwan’s international talent ecosystem and support our global mission of building the largest talent pool in APAC.

  • Government and Public-Sector Engagement: Build and maintain trusted working relationships with government agencies, public institutions, universities, industry associations, and other stakeholders involved in talent, employment, education, and economic development.
  • Policy Research and Analysis: Monitor policies, regulations, funding programs, and government priorities related to international talent recruitment, foreign professionals, international students, employment, workforce development, and industrial transformation.
  • Strategic Partnership Development: Identify areas where Cake’s platform, employer network, talent community, technology, and labor-market insights can contribute to public-sector priorities. Develop partnership proposals and engagement strategies that create measurable value for both Cake and its partners.
  • Public-Private Program Execution: Plan and execute joint initiatives such as international talent recruitment campaigns, career programs, employer engagement projects, industry research, forums, and talent-matching events.
  • Policy-to-Business Translation: Evaluate how policy and regulatory developments may create opportunities or risks for Cake, and translate them into clear recommendations for Business, Marketing, Product, and regional teams.
  • Stakeholder and Project Management: Coordinate internal and external stakeholders, define project scopes and milestones, prepare meeting materials, track commitments, and ensure that strategic initiatives are delivered effectively.
  • Data and Impact Measurement: Work with internal teams to use platform and labor-market data to identify talent trends, support policy discussions, and measure project outcomes such as employer participation, talent reach, job matching, and international talent retention.
  • Executive Communications: Prepare policy briefs, partnership proposals, presentations, talking points, meeting notes, and progress reports for senior leaders and external stakeholders in both Mandarin Chinese and English.
  • External Representation: Represent Cake at government meetings, policy consultations, industry forums, university events, and ecosystem activities with professionalism, sound judgment, and political neutrality.
  • Scalable Government Relations Operations: Develop stakeholder maps, engagement records, policy trackers, standard operating procedures, and partnership playbooks that strengthen Cake’s long-term government relations capabilities.

Requirements

Minimum Qualifications

  • A recent graduate with a strong bachelor’s or master’s degree in any discipline, ideally with no more than two years of full-time professional experience.
  • Professional fluency in both Mandarin Chinese and English, with excellent written, verbal, and presentation skills.
  • Strong interest in public policy, international talent, employment, education, economic development, or Taiwan’s startup and technology ecosystem.
  • Strong analytical and structured problem-solving skills, with the ability to understand complex policy issues and translate them into practical initiatives.
  • Excellent project management and stakeholder coordination skills, with strong attention to detail and follow-through.
  • A resourceful and proactive self-starter who is comfortable navigating ambiguity and working in a dynamic, fast-paced environment.
  • Strong interpersonal skills and the ability to build trust with stakeholders from different professional and institutional backgrounds.
  • Sound judgment, discretion, and professionalism when handling sensitive information or representing Cake externally.
  • A results-oriented mindset, with the ability to define success metrics, prioritize high-impact opportunities, and drive projects from concept to completion.
  • A genuine passion for creating meaningful connections between public policy, technology, employers, and talent.

Preferred Qualifications

  • Academic or practical experience in public policy, political science, international relations, law, economics, public administration, business, communications, or a related field.
  • Internship or project experience with a government agency, legislative office, think tank, trade association, university, nonprofit organization, consulting firm, startup, or public-affairs team.
  • Familiarity with Taiwan’s policies related to international talent recruitment, foreign professionals, international students, work authorization, workforce development, or industrial development.
  • Experience conducting policy research, stakeholder mapping, preparing proposals, or managing cross-organizational projects.
  • Experience organizing forums, delegations, public-private programs, employer initiatives, or community events.
  • Experience using data, AI tools, automation, or dashboards to support policy research, stakeholder management, project execution, or impact measurement.
  • Existing exposure to Taiwan’s government, higher-education, international talent, startup, or technology ecosystem is a plus.
