Define, deliver and govern the strategic guardrails for service management practices across IT Operations. Serve as the principal Practitioner for change enablement for the SMO, architecting the governance, and leading a Change Advisory Board (CAB) to assess high impact, high risk changes.  Transform the practices into a comprehensive change enablement framework to facilitate high velocity changes to match business demand, while maintaining operational stability.  Define a sophisticated, multi-speed Change Enablement ecosystem, that harmonizes the high-velocity requirements of software and product engineering with the structured needs of corporate functions requiring operational stability, ensuring seamless delivery across the entire enterprise. Minimum qualifications: Bachelor's degree in a technical field, or equivalent practical experience. 5 years of experience in program management. Experience in the development and implementation of construction quality and commissioning programs. Preferred qualifications: 10 years of experience with managing the end-to-end project/product lifecycle (e.g., process developments, implementation and improvement). Experience with PMP, Six Sigma (Green), Lean (Lean Construction), DMAIC, Value Stream Mapping, SIPOC, Pull Planning, A3, etc.), 8D, corrective and preventive action, 5 Whys, Ishikawa and other quality tools. Understanding of SQL, Tableau, metrics dashboards, data visualization and Apps. Knowledge of operational metrics reporting (e.g., availability, reliability, time to market, productivity, safety, security, quality, cost management, performance, energy-use, water-use and predictability). Develop the commissioning strategy and relevant commissioning documentation (specifications, test plans, checklists, guides). Monitor and oversee the implementation of all construction quality and commissioning processes by the project management consultants, general contractors, electrical/mechanical trades, quality and commissioning agents. Drive a culture that embraces both an accurate and continuous learning approach that improves project efficiency and quality.
