Larry Hirschfield is the Founder and Chief Executive Officer of ELH Mgmt., a New York City-based firm recognized for its pioneering work in affordable housing development, property management, and community revitalization. With over 30 years of hands-on experience in real estate, Larry has built a career rooted in social impact, equity, and sustainable urban transformation. A lifelong New Yorker and born-and-bred Brooklynite, Larry’s early exposure to the city’s architectural legacy and housing challenges inspired his professional path. He was deeply influenced by his mother’s commitment to preserving historic buildings—particularly her work restoring the façade of their landmarked 1854 brownstone home. That moment sparked a lifelong passion for the built environment and its power to shape people’s lives. In 1995, Larry founded ELH Mgmt. with a mission to not only develop and manage affordable housing, but to be a steward of neighborhood stability and resident empowerment. His work began in earnest during New York City’s housing crisis of the 1980s and 1990s, when he was selected to participate in the first round of HPD’s Neighborhood Entrepreneurs Program (NEP). He was also appointed by the court as a 7A Administrator, managing properties that posed serious health and safety risks to residents. Through these roles, Larry led the turnaround of over 100 physically and financially distressed buildings, many of which had been abandoned or neglected for years. ELH Mgmt. grew steadily under Larry’s leadership, evolving into a full-service firm with deep expertise in affordable housing development, general contracting, property management, and public-private partnerships. Notable projects include Coney Island Commons—a mixed-use affordable housing and community hub—and La Central in the Bronx, where ELH played a critical role in providing emergency housing to fire-displaced families. In recent years, Larry and his team have worked closely with the New York City Housing Authority (NYCHA) through the PACT/RAD program, helping deliver major upgrades and long-term preservation for public housing developments. ELH’s work under these programs is focused not only on capital improvements, but also on improving quality of life for residents and fostering long-term community resilience. Larry’s leadership is informed by both business expertise and a deep commitment to social responsibility. He serves on the boards of the Citizens Housing and Planning Council (CHPC) and the New York State Association for Affordable Housing (NYSAFAH), is a licensed NYC real estate broker, and is an associate member of the Institute of Real Estate Management. In addition to his real estate accomplishments, Larry is a classically trained percussionist who holds an Artist Diploma from the Mannes School of Music at The New School and a BA from Columbia University. His artistic discipline and creative problem-solving continue to inform his approach to leadership, development, and community building. Through ELH Mgmt., Larry Hirschfield continues to redefine what affordable housing can mean for cities, families, and future generations—combining vision, compassion, and decades of experience to build a more inclusive New York City.
