Paul Delacourt retired from the FBI in May 2021 after a distinguished 25-year career in law enforcement.
He currently holds the position of Managing Partner at Stratagem Consulting, LLC, where he and his team focus on executive consulting in regulatory compliance, risk mitigation, business development, and cyber risk awareness. Additionally, he is an Adjunct Lecturer at the University of Chicago Graham School, teaching a Master's degree course in Intelligence and Analysis. Mr. Delacourt's tenure at the FBI culminated in his role as the Assistant Director of the Strategic Realignment Program Management Office at FBI Headquarters in Washington, DC.
Previously, he served as the Assistant Director in Charge of the FBI’s Los Angeles field office for three years, where he led an executive team managing three operational divisions, intelligence, and mission services, supervising nearly 1500 employees across the seven counties of the Central District of California.
His service continued as the special agent in charge of the FBI’s Honolulu field office for three years. Before this, he was integral to the Inspection Division at FBI Headquarters in Washington, D.C., leading reviews of field offices, national programs, shooting incidents, and special projects.
Mr. Delacourt's career with the FBI began in 1995 as a special agent in the Chicago Division, where he initially worked on gang and drug investigations. After 9/11, he transitioned to the Counterterrorism program, with placements in Chicago, Washington, DC, and Atlanta, GA.
He also took on temporary assignments with the Guantanamo Bay Task Force at FBI Headquarters, along with deployments to Afghanistan, Qatar, and Iraq. In these roles, he served as the program manager for the Regime Crimes Liaison Office (RCLO), a Department of Justice initiative mandated to investigate war crimes, genocide, and crimes against humanity committed by Saddam Hussein and others from the former Iraqi regime.
From 2009 to 2011, he was the FBI liaison officer to a counter-narcotics task force at U.S. Pacific Command in Camp Smith, Hawaii. In 2012, he was promoted to assistant special agent in charge of the Honolulu Division. Mr. Delacourt earned a Bachelor of Arts from the University of Michigan and a Juris Doctor from Wayne State University Law School.
