Mr. Hopkins, licensed and approved by the Chief of Police of the City and County of Denver, was appointed to train security operations in the RiNo district as an alternative to emergency 911 response. He provided guidance on the dos and don'ts of handling mental health issues versus crime reports. Mr. Hopkins trained new security officers in the use of both armed and less-lethal weapons to ensure appropriate measures were taken without the abuse of authority. All security officers assigned to public areas in the RiNo district participated in a workshop that outlined the dos and don'ts of their roles, helping them distinguish between crime and homelessness during COVID-19.
