Sayan Biswas - Innovative Power Generation at TerraCare Energy

Based in Saint Paul, Minnesota, Sayan Biswas heads TerraCare Energy, LLC, as founder and CEO. His team has developed the modular airborne wind energy system SkyWindFarm, which employs aerial energy in delivering sustainable power. Sayan Biswas’ system operates at altitudes of between 500 and 5,000 feet, with the validated scaled prototype capable of generating an estimated 10 to 100 kWh each day.

Mr. Biswas is partnering with Sandia National Labs in designing a US airborne wind energy consortium that will enable permitting, standardization, and commercialization. He also serves as founder and director of Young Engineers and Scientists in Energy (YES-E), which works with high school students in creating next-generation energy solutions. His efforts have led to prestigious awards at state and regional science fairs, as well as Regeneron Science Talent Search selection.

Sayan Biswas served as a Science and Technology Policy Fellow with the U.S. Department of Energy’s (DOE) Office of Technology Commercialization until late 2025. In this role, he supported program management, while negotiating and overseeing a range of R&D and demonstration projects designed to strengthen U.S. energy affordability and competitiveness. He also advanced new program concepts for deep tech-to-market commercialization strategies, integrating grid resilience, AI, and critical materials initiatives.
